Senior Executive Officers

  • Director: The Director is responsible to the Foundation and the Senate for execution of the Seastead mission. He is appointed by the Foundation, with the advice and consent of the Senate. He reports directly to the Foundation and Senate.

He acts as Chief Executive of the Seastead corporation and as the on-board representative of the Foundation. In traditional seafaring terms, he represents the Charterer.

Service departments report directly to the Director.

  • Captain: The Captain has legal and command responsibility for the safety of the vessel, the prevention of injury or loss of life, and the avoidance of damage to the environment, and in particular, to the marine environment, and for the protection of the vessel and her contents. He is appointed by the Foundation, with the advice and consent of the Senate. He reports directly to the Foundation and Senate.

The Captain has final authority over all issues of safety, seaworthiness and good order aboard the Ship. He has legal responsibility for the safety and good order of all personnel aboard the vessel, be they crew or passengers. He is sworn to uphold the law of the Flag Nation, and the Seastead Charter.

The Captain must be legally qualified to act as Master of the Ship under both the laws and maritime regulations of the Flag Nation and the requirements of the United States Coast Guard.

The Captain is required to accept and obey the orders of the Director, except that he must refuse such orders, where in his opinion, the order is unsafe to obey, is unlawful, or is clearly inconsistent with the terms of the Seastead Charter.

Operations departments (Deck and Engineering) report to the Captain.

  • Chief Purser: The Chief Purser acts as the Chief Financial Officer, Treasurer and Chief Economist for the Seastead. He is appointed by the Foundation, with the advice and consent of the Senate. He reports directly to the Foundation and Senate. He also acts as Chief Financial Officer for the Deep Home Research Institute and as the Chief Executive of the Deep Home Credit Union.

He is responsible for collecting all revenue and disbursing all expenditures for both the Ship and the Institute. He must authorise all expenditures of Ship’s Funds, within budgets approved by the Senate, to whom he must account monthly. He must authorise all expenditures of Institute Funds, within budgets approved and funded by sponsoring institutions, to whom he must account as required in the various sponsorship agreements.

He prepares, in conjunction with departmental managers, all budgets, consolidates them on a Seastead basis and reports performance against those budgets to the Senate monthly. He prepares, in conjunction with the Chief Scientist and Principal Investigators, all science budgets, consolidates them on an Institute basis and reports on Institute funds monthly to the Chief Scientist, the Director and the Foundation.

He directs, and is accountable for the operations of the Deep Home Credit Union.

  • Chief Scientist: The Chief Scientist heads the Deep Home Research Institute. He is appointed by the Foundation, with the advice and consent of the Senate. He reports directly to the Foundation and Senate.

The Chief Scientist is responsible for execution of the science mission. He is responsible for financial and personnel management for all science activities, and for relationships with sponsoring governments and institutions on science matters. He is accountable for the quality and integrity of the science performed under his control.
