- The Confidence system is designed to build trust and co-operation amongst those managing the Seastead and between the executive and the Seastead residents as a whole. The Confidence system, in conjunction with the Mana system, is designed to ensure that executives and managers have real authority and ability to act, while holding them strictly accountable for their actions. The system is intended to ensure that command authority can be effectively exercised, but that autocratic and arbitrary behaviour will not long persist. As the Senate and other participants in the Confidence system are held accountable for their actions under the Mana system, there is a strong element of feedback acting against arbitrary or capricious use of power.

Executive positions are subject to continuing confidence of the Senate and designated other parties. For instance, any executive position with a significant impact on the safety, seaworthiness or good order of the Seastead is subject to the confidence of the Captain. All senior executive and departmental head positions are subject to the confidence of the Director. Appointments subject to confidence require a vote of confidence by the Senate and by each designated party in order to become effective.

An executive is recalled if confidence is declared to be lost. By a super-majority vote, the Senate may give notice of recall of any executive who is subject to Senate confidence. The Foundation may give notice of recall to any senior executive subject to Foundation confidence, while the vessel mortgage remains in place. Where an executive is subject to the confidence of another party, that party may also give notice of recall if there is a loss of confidence.

Any executive subject to the confidence of the Senate is required to maintain positive mana. On the 15th of the month following three months with negative mana, and monthly thereafter while the negative mana persists, an automatic notice of recall is generated.

On receipt of a valid notice of recall, the Ship AI publishes the recall notice, and a thirty day waiting period commences. During the notice period, the executive continues to function in their position. Recalls issued by the Foundation may not be over-ridden, except by another Foundation vote reversing the recall before the notice period expires. For other recalls, during the notice period, the executive may appeal to the Senate, which may then vote to over-ride the recall by a super-majority vote. No other appeal from a notice of recall is possible. After the notice period expires, unless over-ridden, the recall becomes effective and the position becomes vacant. The recalled executive becomes unattached, and has a three month period of grace in which to find employment or sponsorship within the Seastead, or else to leave.

A recall by the Senate is a vote subject to the mana system amd the Senate is held accountable. A recall other than by vote of the Senate or the Foundation counts as a plebiscite in the mana system, except that it is matter of public record, and the consequences of ranking and assessment, positive or negative, fall entirely on the issuer of the recall, making loss of confidence recalls potentially of very high impact.
